China adopts a 9-year(from primary prior secondary) compulsory education policy. With a total of 107,000 students and over 7,000 teachers, there are 246 schools in Zhaoyuan City, such as primary, secondary and vocational schools. 98.4% of infants, which are in suitable age, are enrolled in nursery school and 70% of 9-year compulsory graduated students are enrolled in secondary schools.

With two government hospitals at the urban district, one hospital at every township and one clinic at every village, there are total 25 public health care institutions, over 1,200 hospitalization beds, over 1,700 doctors and other medical technicians. Equipped with advanced medical treatment devices in each hospital and adopting a cooperative medical system at villages, patients can receive well treatment promptly and effectively. For the above factors, Zhaoyuan was nominated "National Advanced City in Elementary Health Care".
